The PCAPS team consists of two co-chairs, an international and multi-disciplinary Steering Group, and an International Coordination Office, who work closely with the World Meteorological Organization’s (WMO) World Weather Research Programme (WWRP) Secretariat.

The Steering Group

PCAPS is led by a Steering Group (SG), whose membership is chosen by the WWRP Scientific Steering Committee. It has balanced representation from both the natural and social sciences and representatives from several WWRP working groups and partner entities.

The PCAPS-SG includes members from relevant communities that will apply the outcomes and outputs of the projects to improving their decision-making capacity or to disseminating information to other constituencies. The PCAPS-SG members work within the WMO Research expert network, with approval from the relevant Permanent Representative to WMO. They contribute to project planning, aligning with the WWRP Implementation Plan (IP) for 2024-2027, and focus on advancing both physical and social science aspects.

Guided by AWAR3E principles of the IP, PCAPS-SG members emphasize stakeholder involvement, effective communication, practitioner training, warning process improvement, and interdisciplinary collaboration.

The PCAPS-SG also fosters communication between research and operational centres, strengthens connections to relevant organizations, promotes data sharing, aids in resource mobilization, and actively supports early-career scientists to build future scientific leadership.

The International Coordination Office

The International Coordination Office (ICO) handles various matters related to PCAPS to ensure smooth operations and task execution. The ICO is hosted by the Norwegian Meteorological Institute. The ICO holds a diverse set of responsibilities aimed at ensuring effective project management, collaboration, communication, outreach, and operational efficiency for PCAPS.

The ICO also plays a crucial role in fostering cooperation between PCAPS and relevant groups and organizations, working closely with the WWRP Secretariat for connections with Working Groups and Expert Teams within WWRP and WMO.

The ICO is aware that retaining broad community engagement throughout the duration of large-scale, multi-year projects is a persistent challenge. In the context of PCAPS, sustaining involvement from diverse communities, including Indigenous populations, relevant stakeholders, and scientific researchers, will require ongoing efforts to ensure inclusivity and relevance. This aligns with the PCAPS objective of INCLUSIVITY, which aims to facilitate inclusivity and capacity development throughout the project. This includes prioritizing the participation of early-career and researchers from developing countries, and underrepresented groups, offering interdisciplinary training opportunities, and cultivating an environment of mutual respect for diverse knowledge systems.
